Currently, I’m a Part-time Professor in the European Governance and Politics Programme of the Robert Schuman Centre for Advanced Studies of the European University Institute, working as work package leader on two new Horizon projects (2025–2028). I am also Researcher at Erasmus University Rotterdam, where I work as Principal Investigator on REBOOT, a Horizon Europe project focused on the European Film Industry (more here). My work examines the intersections between cultural and media policy, foreign policy, and sustainable development with a particular emphasis on the European Union and its external action. As an academic, I have contributed to successful grant applications in a total of €11.5 million.

Additionally, I work as an independent EU policy advisor and consultant. Recent projects include the CultureForHealth consortium, which I supported as EU policy expert. I also worked for and with the German Institute of Foreign Cultural Relations, the European Parliament (as expert on the status of artists and cultural workers), the European Commission’s Joint Research Centre, the European Foundation for Progressive Studies, and the Latvian Council of Science, among others.

My work is driven by the aim to inform EU policy. It has been cited in documents by and for the European Parliament (here, here and here), the European Council (here) and the European Commission (here). I have also addressed the European Parliament’s CULT Committee; a 2024 intervention on EU cultural diplomacy can be watched here and a 2021 intervention on the status of artists and cultural workers can be watched here. As a Portuguese, European, and British citizen, I am committed to strengthening UK–EU relations through cultural and media policy and support several UK-based organisations on a pro bono basis: the British Foreign Policy Group, Creative UK, the UK Coalition for Cultural Diversity, and the Portuguese Association of Researchers and Students in the UK (PARSUK).

I am also a member of the European Expert Network on Culture, a member of the management committee of the International Cultural Relations Research Alliance (ICRRA), a network co-convened by ifa and the British Council, a Fellow of the Higher Education Academy, and a Fellow of the Royal Society for the Encouragement of Arts, Manufactures and Commerce.

Previously, I was Lecturer at King’s College London, Associate Lecturer at Goldsmiths, University of London, and Visiting Lecturer at the Institut Catholique de Paris. I was also Research Fellow at the Centre on Public Diplomacy of the University of Southern California, where I led empirical research on the EU’s approach to culture in foreign affairs, and Postdoctoral Research Assistant for the University of the Arts London, where I worked on a project for the UK government.

I hold a PhD in Visual Culture from Goldsmiths, University of London, an MA in Politics (European Studies) from UCLouvain, and a BSc in Sociology from ISCTE-Lisbon University Institute. I am trilingual in English, French and Portuguese.
